“As Administrative Judge for Flagler County, I have been reviewing services being provided to the court system by Stewart-Marchman -Act Behavioral Healthcare. I’m obliged to report both good news and bad news. The good news is that services have been outstanding. The bad news is our needs are constantly increasing. Because of our population growth, it is evident we will continue to increase our need for services for our citizens. As you are aware, nearly every morning of the day, court begins with Stewart-Marchman-Act proceedings. My criminal docket is continuing to grow and seems to always involve some issue of substance abuse. Presently we expect to begin our Drug Court program which will further demand resources. It is clear, as well, that substance abuse problems are not effectively addressed by punitive measures alone. Treatment is the most effective and least expensive method for dealing with our growing drug problem in the long run. Please do all you can to meet the growing need for services, and thank you and Stewart-Marchman-Act Behavioral Healthcare for your continuing assistance."
- Kim C. Hammond, Circuit Court Judge
